Dans cette vaste fresque qui complète l’important travail de Jean-Luc Domenach sur le Laogaï, le sinologue et politiste Jean-Philippe Béja montre l’ampleur du projet totalitaire qu’est la Chine communiste.
On sait depuis les travaux Simon Leys que la Chine n’est rien d’autre qu’un immense camp de concentration à ciel ouvert. Jean-Philippe Béja apporte une pièce supplémentaire.
Il commence par une série d’anecdotes vécues alors qu’il était étudiant à Pékin, bien que légèrement prochinois il s’est vite rendu compte que le système de surveillance, de contrôle et de répression était l’alpha et l’oméga du régime.
La mise en place du système répressif, avec comme modèle l’Union soviétique, est née en 1931 lorsque Mao décide d’éliminer ses traîtres potentiels dans les régions qu’il contrôle. Une fois au pouvoir, le système est étendu à l’ensemble de la Chine continentale. Entre 1949 et 1953, le laogaï se peuple de tous ceux qui sont accusés d’être des contre-révolutionnaires, qu’ils s’opposent à la réforme agraire ou qu’ils défendent le principe de la liberté d’expression, entre 10 et 25 millions de Chinois, selon les sources, sont ainsi arrêtés et déportés sur 574 millions de personnes. Il convient d’y ajouter les travailleurs placés sous surveillance. La répression se poursuit avec la campagne contre les intellectuels entre 1955 et 1957 durant laquelle près de 500 000 personnes deviennent des « droitiers » et sont emprisonnées. Le Grand bond en avant est pour les paysans surtout la période d’une gigantesque famine, plusieurs dizaines de millions de personnes y perdent la vie et comme en URSS le Parti empêche les individus de quitter leur lieu de résidence. La Révolution culturelle, qui loin d’être un progrès, se traduit par l’arrestation et la déportation de 10 millions de personnes dont près du tiers ne revient pas. S’y ajoutent les humiliations publiques et les destructions des biens culturels.
La mort de Mao semble un temps calmer l’ampleur de la violence d’État. La répression du printemps de Pékin vient vite rappeler à l’ordre ceux qui avaient espéré une extension des libertés. Depuis, la Chine toujours communiste démultiplie les moyens de contrôle notamment grâce aux nouvelles technologies et aux politiques d’assimilation forcées que subissent notamment les Tibétains et les Ouïghours.
L’ouvrage clair et synthétique offre un remarquable aperçu de l’histoire d’un régime totalitaire, rendant hommage, en leur laissant une large place à ceux qui ont pu témoigner souvent au péril de leur vie.
